Utah Updates Digital Labeling Requirements for Bedding Furniture and Quilted Clothing

Geneva (June 12, 2025) – SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 066.25, highlighting the Utah Department of Agriculture and Food’s (UDAF) revision to the ‘Bedding, Upholstered Furniture, and Quilted Clothing Rule’ (R70-101). This revision eliminates the requirement for online retailers to display digital law and textile labels.

 

Published in the March 1, 2025, Utah State Bulletin, the update, effective immediately, removes all references to digital labels that were previously scheduled for implementation on May 15, 2025. Manufacturers and sellers are no longer obligated to display digital labels on product webpages for these items.

 

While Utah has eased digital labeling obligations for online sales, core compliance requirements under Rule R70-101 remain in effect:
- Online retailers are no longer required to display digital law or textile labels on product webpages
- Physical product labels must still be affixed, visible and compliant with regulations
- Manufacturers, importers and retailers must still obtain necessary permits and registrations

 

This revision simplifies online compliance while preserving essential product safety standards.

European Commission Adopts Ecodesign and Energy Labeling Plan for 2025 2030

Geneva (June 12, 2025) – SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 073.25, summarizing the European Commission’s adoption of the Ecodesign for Sustainable Products Regulation (ESPR) and the 2025-2030 Energy Labeling Working Plan, adopted on April 16, 2025.


The plan designates textiles, furniture, mattresses, tires and metals (steel and aluminum) as priority sectors for implementing ecodesign and energy labeling requirements over the next five years. The initiative aims to foster circularity, reduce environmental impacts and improve resource efficiency in EU manufacturing and consumption.

Key highlights include:
- Textiles and apparel are prioritized due to their large market size (EUR 78 billion in 2019), significant environmental footprint and high potential for sustainability improvements in durability, material efficiency and waste reduction
- Ecodesign measures for textiles are expected to align with the revised Textile Labeling Regulation, with adoption projected for 2027
- Footwear will be examined separately through a dedicated study, exploring how ecodesign can enhance sustainability and support eco-modulation of extended producer responsibility (EPR) fees
- The ESPR extends beyond energy efficiency to address the entire product lifecycle, encouraging innovative, transparent and circular approaches across supply chains

European Commission Releases 2024 Notification Report on Food Contact Materials

 

Geneva (June 9, 2025) – SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 070.25, summarizing the European Commission’s 2024 annual notification report on food contact materials (FCMs).

 

Released in May 2025, the 2024 Annual Report: Alert & Cooperation Network (ACN) provides a detailed overview of information shared between EU Member States on official controls in food and FCMs.

 

According to the report:
- FCM notifications accounted for 3% (257 cases) of total ACN alerts, with 70% related to potential health risks
- Major issues included the migration of hazardous substances such as formaldehyde, phthalates and primary aromatic amines (PAA)
- Additional concerns were raised over unauthorized materials (e.g. bamboo in plasticware), coating detachment, metal corrosion and incomplete or missing declarations of compliance

 

The most frequently reported product categories were kitchenware and tableware, single-use items and food packaging materials.

SGS Publishes Summary of Canadas Amendment 18 to Energy Efficiency Regulations

 

Geneva (June 9, 2025) – SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 071.25, covering the ‘Regulations Amending the Energy Efficiency Regulations, 2016 (Amendment 18): SOR/2025-110’ as published in the Canada Gazette, Part II, Volume 159, Number 8. 

 

Amendment 18 introduces significant changes to the regulatory landscape for energy-using products in Canada. Key developments include the addition of new product categories and revisions to existing energy efficiency and testing requirements. It also expands the use of ambulatory incorporation with reference to US standards and allows for future harmonization through Ministerial Regulations.

 

Newly regulated products include air compressors, faucets, line voltage thermostats, pool pumps and showerheads, with requirements phased in between January and July 2026.

 

Revised requirements apply to existing categories such as:
- Room and central air conditioners
- Heat pumps
- Gas and oil-fired water heaters
- Electric water heaters
- General service lamps
